Your Role
The Chief Human Resources Officer (CHRO) is responsible for the oversight of all human resources functions, aligning HR strategy with the organization’s mission, vision and overall business objectives. This role leads the strategy and execution of key HR functions, talent management, labor and employee relations, compensation and benefits, workforce planning, training, and employee engagement. The CHRO partners with executive leadership to drive employee-focused initiatives across the organization, fostering a positive and productive work environment
Responsibilities
Provide leadership and guidance to the HR department in key functional areas, including recruitment and selection, onboarding, performance management, retention, employee/labor relations, workforce planning, compensation, benefits, and training and development, ensuring that departmental goals and objectives are met.
Partner with executive leadership to establish the organization’s strategic priorities, goals, and annual budget, and lead the execution of HR initiatives that support the agency’s mission and vision.
Work closely with the executive team to address key organizational issues, including workforce planning, restructuring, compensation, and employee relations.
Collaborate with leadership to develop and implement a management succession plan that aligns with the company’s strategic objectives, incorporating training and development to ensure key roles are filled with qualified talent and critical skills are developed to prevent performance gaps and workforce disruption.
Lead initiatives to foster a positive organizational culture, collaborating with leadership to drive employee-focused efforts that align with the organization’s values, promote fair practices, and support staff recognition, wellness, and engagement.
Develop and oversee recruitment and retention strategies to meet the talent needs of the organization.
Evaluate and maintain competitive and cost-effective compensation structures; analyze internal and market data to support recommendations.
Oversee the benefits function, including the design, compliance, and communication of health and ancillary benefit plans, ensuring competitive and cost-effective offerings for employees, along with all reporting and compliance activities.
Oversee the administration of the 403(b) plans, including compliance activities, participant communication, and fund monitoring, while managing relationships with the retirement plan co-fiduciary and TPA to ensure fiduciary compliance and support employee education initiatives.
Oversee the workers' compensation program, ensuring compliance and working to reduce risks and improve employee safety, while coordinating with the claim’s management team.
Oversee the learning and development function, partnering with leadership to identify staff training needs and develop strategies for curriculum design, content delivery, and growth opportunities, to enhance employee skills and foster a culture of continuous learning and improvement.
Drive the development and analysis of HR metrics to support data-driven decision-making, assessing and
improving the effectiveness of HR processes and systems to optimize every aspect of the employee lifecycle and overall employee experience.
Develop and maintain HR policies and procedures, including employee handbook, to ensure compliance with Federal, State and Local laws and regulations.
Oversee all employee and labor relations matters, ensuring effective labor-management relations, contract negotiations (in partnership with the CEO), and grievance resolution. Serve as the primary contact for legal counsel and regulatory agencies regarding all HR-related legal and compliance matters.
Direct all required audits, filings and regulatory reporting and compliance activities related to HR functions.
Qualifications
Bachelor’s Degree from an accredited college in human resources, business administration or related field required.
Minimum of (5) years’ experience in the field of human resources, including supervisory experience, with at least five years’ experience in a leadership role.
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
Experience developing and implementing systems, policies and procedures and effectively managing HRIS systems.
Excellent communication skills, both oral and written. Ability to relate to others effectively.
Proficient in the use of computers, software applications, and working knowledge of Microsoft Office Suite programs.
