Requirements
  • Minimum Qualifications: Bachelor's Degree in Urban Planning, Public Administration, Finance, a related field or equivalent.
  • Minimum Experience: Five years of progressively responsible experience in development or redevelopment financing, city planning or public administration.

  • Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought.
  • Knowledge of pro forma and credit analysis; taxable and tax exempt bond financing; and efficient uses of grant funds.
  • Knowledge of managerial and financial accounting procedures and processes.
  • Extensive knowledge of federal, state and local laws; rules and regulations related to the development process as well as knowledge of City and CPED Programs, policies and procedures; real estate finance, public financing programs and tools and their economic, political and legal uses.
  • Knowledge of standard and non-standard funding sources, i.e., bank mortgage requirements, low-income housing tax credits, federal funds, state funds and local funds.
  • Extensive knowledge of financial tools used in urban planning and development.
  • The ability to conduct financial analyses using computer software.
  • Ability to prioritize, plan, analyze and organize work.
  • Ability to communicate orally and in writing and make presentations involving technical content to non-technical audiences.
  • Excellent negotiation skills.
Preferred Skills
  • Knowledge of pro forma and credit analysis; taxable and tax exempt bond financing; and efficient uses of grant funds.
  • Knowledge of standard and non-standard funding sources, i.e., bank mortgage requirements, low-income housing tax credits, federal funds, state funds and local funds.
  • Experience in real estate development in private or non-profit enterprises is desirable.
Education
  • (Required) – Minimum Qualifications: Bachelor's Degree in Urban Planning, Public Administration, Finance, a related field or equivalent.
  • (Required) – Minimum Experience: Five years of progressively responsible experience in development or redevelopment financing, city planning or public administration.
  • (Not required) – Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
