Position Summary
The Assistant Chief of Police serves as the second-in-command of the Millersville Police Department and provides executive-level leadership and administrative oversight under the direction of the Chief of Police.
The Assistant Chief is responsible for assisting in the strategic management and operational oversight of the department, ensuring accountability, operational readiness, professional standards, accreditation compliance, asset integrity, and consistent execution of departmental policy.
This position plays a critical role in coordinating department-wide operations, supervising command and supervisory personnel, and supporting the strategic vision and operational priorities established by the Chief of Police.
In the absence of the Chief, the Assistant Chief assumes command authority over departmental operations.

Essential Duties And Responsibilities

Executive Leadership & Command Oversight

Assist the Chief of Police in directing and managing the overall operations of the department.
Provide executivelevel supervision over Patrol Operations, Investigations, and Support Services as assigned.
Supervise and provide oversight to supervisory personnel and designated command staff.
Ensure consistent enforcement of departmental policies, procedures, and operational standards.
Serve as Acting Chief of Police when designated.
Respond to major incidents and assume Incident Command when appropriate.

Organizational Accountability & Professional Standards

Ensure compliance with departmental policies, Tennessee POST standards, and applicable federal, state, and local laws.
Conduct or oversee internal investigations as assigned by the Chief of Police.
Review disciplinary matters and ensure consistent and fair application of departmental policy.
Monitor supervisory documentation, performance evaluations, and corrective action processes.
Identify operational deficiencies and implement corrective measures to improve organizational performance.

Policy Development & Accreditation

Assist the Chief of Police in developing, reviewing, and implementing departmental policies and procedures.
Ensure compliance with Tennessee Law Enforcement Accreditation (TLEA) standards and departmental accreditation initiatives.
Oversee policy distribution, documentation, and acknowledgment compliance through the department’s policy management system.
Conduct periodic inspections of highliability operational areas.

Operational Administration & Asset Oversight

Assist in coordinating staffing allocation, scheduling, and operational resource management.
Review reports, useofforce documentation, and other required submissions for compliance and accuracy.
Monitor overtime usage, staffing efficiency, and operational effectiveness.
Oversee fleet readiness, vehicle maintenance tracking, and equipment accountability systems.
Ensure proper oversight of the evidence and property function, including compliance with chainofcustody procedures and audit requirements.
Assist the Chief in identifying and evaluating grant opportunities and alternative funding sources that support departmental priorities.
Support implementation and compliance requirements associated with awarded grants.
Assist with departmental budget preparation, financial oversight, and capital planning as directed.

Training, Development & Recruitment

Ensure departmental compliance with required inservice training and professional certification requirements.
Promote leadership development and succession planning within supervisory ranks.
Assist with hiring processes, background investigations, and promotional evaluations.
Support recruitment initiatives through professional representation of the department.

Community Engagement & Public Safety Outreach

Assist in coordinating structured community engagement initiatives, including the Citizens Police Academy, Coffee with a Cop, neighborhood meetings, business outreach, and public safety education programs.
Ensure community outreach efforts are organized, documented, and aligned with departmental goals.
Assign supervisory oversight and ensure appropriate staffing for community engagement events.
Support the Chief with public messaging, media relations, and community relations efforts as directed.

Chain of Command
The Assistant Chief of Police reports directly to the Chief of Police and exercises command authority over supervisory personnel and assigned operational divisions as delegated.

Minimum Qualifications

Tennessee POST Certified Law Enforcement Officer in good standing.
Minimum of ten (10) years of progressively responsible law enforcement experience.
Minimum of five (5) years in a supervisory or commandlevel capacity.
Demonstrated experience supervising personnel and managing operational functions.
Valid Tennessee driver’s license with acceptable driving record.

Preferred Qualifications

Bachelor’s degree in Criminal Justice, Public Administration, Leadership, or related field.
Graduate of a recognized commandlevel leadership program (e.g., FBI National Academy, Southern Police Institute, Northwestern School of Police Staff & Command, Tennessee Association of Chiefs of Police (TACP) Leadership Program, or equivalent executivelevel training).
Experience supervising supervisory personnel preferred.
Experience with accreditation processes, policy development, and organizational administration.
Experience with RMS systems, digital evidence platforms, and datadriven policing strategies.

Work Requirements

Ability to perform the essential functions of a sworn law enforcement officer.
Availability to respond to critical incidents outside normal business hours.
