Position Summary
The Medical Director/Deputy Director of the Bureau of Clinical Services (DDBCS) provides strategic and clinical leadership for the Allegheny County Health Department’s Bureau of Clinical Services. Reporting directly to the Health Director, this role serves as the department’s chief medical authority and is responsible for overseeing ACHD’s medical and dental clinics, as well as the Public Health Emergency Preparedness and Response Program. The Medical Director/DDBCS advances ACHD’s mission to protect, promote, and preserve the health of all Allegheny County residents - particularly those most vulnerable - by filling critical gaps in care and ensuring access to high-quality preventive and clinical services. The Bureau also collaborates closely with the Public Health Laboratory to support diagnostic services vital to public health and safety.

Duties
Medical Director Responsibilities

Serve as the department’s lead medical authority, advising on clinical and medical matters across bureaus
Identify, develop, and implement clinical protocols and procedures to improve patient outcomes and operational efficiency
Maintain and authorize standing orders across clinical programs, enabling nurses and medical assistants to provide vaccines, conduct screenings, and dispense treatment without individual provider oversight
Interpret and apply current clinical guidelines (e.g., CDC, IDSA, ACIP) to update practice standards and train clinical staff on best practices
Oversee clinical protocols and medication access for immunizations, tuberculosis care, and STI/HIV screening and treatment
Provide medical supervision for Advanced Practice Providers (APPs) in accordance with state licensure requirements
Approve and maintain vaccine ordering systems and enrollment in state-funded programs
Serve as the medical signatory for the CLIA license, supporting point-of-care testing in public health clinics
Enable public health emergency response by authorizing administration of emergency medications
Support at-home testing and community-based treatment programs through medical oversight and standing orders
Authorize epidemiological test orders during outbreak investigations and support clinical response to emerging public health threats
Hold and maintain credentials (e.g., Yellow Fever stamp) necessary for specific vaccine administration
Deliver direct patient care within ACHD clinics, maintaining licensure and compliance with state and federal standards

Deputy Director Responsibilities

Provide clinical direction for ACHD public health clinics, ensuring high-quality, evidence-based care across immunization, tuberculosis, STI/HIV programs and pediatric dental.
Offer direct supervision and clinical guidance to advanced practice providers, dentists, pharmacists, and nursing leadership
Plan and conduct in-service training programs for Clinical Services Bureau staff.
Oversee the Public Health Emergency Preparedness program
Oversee the conduct of quality improvement projects to ensure the services delivered are done in an equitable, evidence-based, efficient, and cost-effective manner.
Supervise or co-supervise key personnel including practice managers, preparedness program managers, and senior public health administrators
Provide consultation and support to clinic management on staffing, performance evaluation, and quality improvement initiatives
Oversee the completion of annual reviews of each of the clinical services and provide these to the Director and COO.
Oversee the conduct of annual reviews of the bureau staff. Working with Human Resources, oversee the appointment, promotion, and dismissal of clinical services staff.
Work with the COO and Deputy Director of Administration to align the budget of the Clinical Services Bureau with strategic goals of the Bureau and Department.
Identify and apply for grant opportunities to advance the mission of the Clinical Services Bureau. Oversee the administration of grants within the Bureau to ensure that they meet all federal, state or funder-specific requirements.
Keep up to date on all emergency preparedness trainings including all Incident Command System trainings and other trainings as they relate to the program
Maintain and develop collaborations to advance the public health mission – including internal and external collaborations.
Establish and maintain understanding and cooperation with local organizations toward effective community health.

Thorough knowledge of principles and practices of modern medicine related to public health services, structure and functions of health organizations, and current social and economic problems pertaining to public health.
Clinical guidelines and standards of care across preventive medicine, infectious disease, immunizations, STI/HIV, and tuberculosis
Federal, state, and local public health laws and regulations (e.g., HIPAA, CLIA, VFC, 340B compliance)
CDC, USPSTF, ACIP, IDSA, and ASCCP clinical guidance and protocols

Program development, implementation, and evaluation in clinical and community health settings
